Alvariño stated that shabu is still the primary drug of choice being used or sold in the region and previous anti-drug operations revealed the prevailing modus operandi of manufacturing said illegal substance due to a number of shabu laboratories raided, and second is the different ways of smuggling of drugs into the country like the recent discovery of the four magnetic lifter found in a leased warehouse in GMA on August 8, 2018. Reports also showed the arrest of two Chinese nationals thru the joint efforts of PDEA agencies, Army Intelligence Regiment and CIG-NISF during a buy-bust operation in Rizal Memorial Stadium. Updates on the Barangay Clearing program wherein users and pushers were identified in a list of drug personalities with the PDEA operatives. Suspected users will undergo drug tests and if results were negative then Senators... everyone’s success,” he added. Likewise, Aquino, chair of the Senate Education Committee, wrote, “In these ever divisive times, we need organizations like yours to remind us that progress and prosperity for all can only be achieved when we look past our differences and work together for our countrymen, especially those who have the least in society.” Aquino assured the group, “Maaasahan niyo ang aming suporta sa Senado. Nagkakaisa kami sa inyong layuning lumikha ng mapayapa, maunlad at masaganang Pilipinas.” (You from page 8 suspects names’ will be cleared from the list while those who tested positive will go through intervention programs for rehabilitation and counselling before going back to society. We are one with you toward your goal of creating a peaceful, progressive, and bountiful Philippines.) Earlier, Duterte, in his message for the campaign’s “10 Weeks, 50 Stops” Peace and Development Caravan said, “I recognize this noble undertaking of Yes for Peace – Bayanihan ng Bayan because it ptomotes a newfound culture of harmony and cooperation among communities and across our regions. I am also glad that many government agencies and partners are participating in this project.” In relation to the latter DDB resolution, Dir. Alvariño was happy to share the news of the launching of “Balay Silangan” in the city of Sta. Rosa, Laguna and in Lipa city, Batangas which would help in the complete reformation of drug surrenderees/offenders. The last part of Dir Carranza’s presentation is the Oplan “Bandila,” a program of the Regional Director that aims to promote patriotism and sense of duty to the citizen of CALABARZON. This oplan entails the proper decorum during flag raising ceremonies and singing of the national anthem or the implementation of RA 8491 otherwise known as the “Flag and Heraldic Code of the Philippines.” This program is very timely because the “millennial” youth seem to lack a sense of patriotism and love for country and this is a good way to instill in them the respect for the flag, for the national anthem and give them a sense of responsibility towards the progress of our country. (Ruel Francisco, PIA-Cavite) The President then made a call, “Together, let us show our solidarity in effecting real and lasting change in our society.” For his part, Alcanzare said that they are now working for the “upward declaration” of Yes for Peace Zones from the barangays to the cities and municipalities, to the provinces to the regions, and finally, to the whole country. “We are eyeing Davao City as the pilot area for the initiative with the help of the city’s Liga ng Barangay President Edgar Ramos Ibuyan and Davao City Mayor Inday Sarah Duterte–Carpio,” he said.
