the counterinsurgency operation.
Anotado’ s testimony refuted this because he admitted that the 7th ID would also hold“ command conferences” twice or thrice a month, involving discussions on the counterinsurgency program of the government.
When Anotado was asked if he met with Palparan any time before the abduction, he only responded,“ If he gives us a message, we would meet him.”
Osorio’ s testimony did not have much to offer either.
In the preliminary investigation of the Department of Justice( DOJ), Osorio claimed that he was only detailed as Palparan’ s security aide during the hearings. AFP claimed that he was assigned to the Army’ s Personnel Management Center in Taguig during the time of the abduction.
Despite having testified already in 2013 to dispute his participation in the crime, the defense still opted to have Osorio take the stand. Expectedly, he had no new testimony or information to offer.

that a known 69-year old peace consultant was swaggering around a busy city street with a gun in his waist and a grenade“ associated”( the police’ s term, not ours) with the brown rice he was holding. What a way to plant and cook evidence,” Edre Olalia of National Union of People’ s Lawyers said in another statement.
As to Presidential Spokesman Harry Roque’ s statement, Pastores said he is clearly mistaken, or ignorant, about the JASIG( Joint Agreement on Safety and Immunity Guarantees). continued from page 8
Their answers, while on the stand, reflected whenever their commander’ s head would shake or nod.
Although Col. Anotado denies his involvement, during cross examination, we were able to establish that he regularly attended the command conferences at least three times a month, where they discussed military operations, particularly the counter-insurgency campaign. He saw General Palparan there. Also, the students were abducted at the time that Anotado was commanding officer of the 24th IB,” Lawyer Jun Oliva, private prosecutor and member of the National Union of People’ s Lawyers( NUPL) said during an interview.
“ All the defense witnesses did were give general denials,” Oliva concluded.‘ Convict Palparan’
In November 2017, AFP Spokesperson Maj. Gen. Restituto Padilla, Jr. called for the release of Palparan as a moralebooster for the military.
Human rights groups and families of victims of Palparan and his subordinates slammed this statement, calling it‘ brazen and insensitive’.

Roque had raised a brow when progressive groups demanded the immediate release of Baylosis citing JASIG.
Even if the peace talks had been“ terminated”, the JASIG has provisions that those who participated in it are granted immunity from surveillance, arrest and harassment, Pastores said.“ It is expressly stated in the JASIG,” she added.
Without such a provision, there would have been no chance of a peace negotiations, Pastores said. That’ s because this is the way to encourage both parties to the will never be happy if Palparan is released. This is to reward a butcher and rights violator once more, as done by previous regimes. He is a killer that the military shouldn’ t emulate and be proud of. The military should even condemn Palparan,” said Concepcion Empeño, Karen’ s mother, said in a statement.
For more than three years, the Cadapan and Empeño families, and other kin of victims of human rights violations perpetrated by the‘ butcher’ have been awaiting for justice to be served.
“ This 2018, we hope that the case against Palparan be finally resolved soon. The case has been running since 2014, and it has been a long ordeal for us and all of Palparan’ s victims. We want to see him in jail this year,” said Linda Cadapan, Sherlyn’ s mother, said.
Aside from this, they called for the transfer of Palparan to a regular jail cell. Right now, he is being detained in Fort Bonifacio.“ He has been enjoying special treatment from the state for too long,” Concepcion said.
Palparan will take the stand on February 15. The decision is expected to be promulgated in May 2018.
talks. How else would anyone participate if, in an eventuality, the talks bogged down, their very participation would be used to violate their human rights? Pastores said those provisions remain in force whether or not the peace talks have been terminated. After all, she said, JASIG is an agreement duly signed by the Government of the Republic of the Philippines and the NDFP. The two parties who signed it are of course expected to abide by it.
She also cautioned Presidential Spokesman Harry Roque against making himself“ an accomplice in the killing of the peace negotiations.”
TRECE MARTIRES, CAVITE – A Memorandum of Agreement was signed yesterday between the Provincial Government of Cavite for the turnover of the housing units for informal settlers affected by the LRT Line 1 Extension, Operation and Maintenance Project and the acceptance of the same by the Province of Cavite.
1,820 housing units were built at the 20.9 hectares located at Barangay Santiago, General Trias with community facilities such as a hospital, school, market, and related facilities.

“ There is a public clamor for the peace negotiations. Many are calling for the peace talks to continue rather than have a killing spree,” Pastores said. She also said they are“ seriously considering” to file counter charges.
“ This practice( of planting evidence) has to stop. Mahirap masanay ang pulis sa ganito.”( The police shouldn’ t get used to doing this.)
Baylosis arrest a violation of signed peace agreements, human rights
Not only was the arrest of Baylosis a violation of the JASIG, it is also a violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, which the Philippine government and the NDFP had also signed. According to Renato Reyes Jr., secretary general of Bagong Alyansang Makabayan, this arrest is clearly a violation, too, of human rights and an attempt to sow fear among the people to prevent them from questioning the Duterte administration.
“ It’ s a Marcos tactic, a tokhang tactic,” Reyes said of the arresting team’ s planted evidence. He called this is an attack not just on the progressive organizations but on dissent.
Karapatan noted numerous rights violations in the government’ s conduct of the arrest of Baylosis and Guerrero. This included denial access to lawyers and human rights advocates. Palabay said,“ We were there at 10 p. m.; we’ ve seen him but the team was not and an additional 500 families from Parañaque, Las Piñas and Bacoor, Cavite that will be affected by the alignment of the Cavite Extension Project are scheduled to be relocated soon.
The clearing of right of way from informal settlers is necessary to give way for the construction of the 11.7 kilometer line that will extend the existing LRT-1 from Baclaran to Niog in Bacoor, Cavite.
This project will add eight more stations to the existing line and is projected to increase LRT-1 ridership from the current average daily ridership of 500,000 to 800,000.( Ruel Francisco, PIA-Cavite)

allowed to get access to him” on January 31.
Baylosis’ lawyer also said he had been asking for a lawyer since he was arrested but it was denied to him. He was also not read the Miranda doctrine at the time of his arrest.
Karapatan and NUPL questioned the supposed guns seized from Baylosis and Guerrero. According to Palabay, seven in every 10 political prisoners in the country are slapped with trumped up charges related to possession of illegal firearms and explosives.“ It’ s the easiest way( for the government troops) to just plant so-called evidence and file criminal charges on activists to curtail their liberty,” she added.
In Baylosis’ case, the handgrenade that appeared out of thin air and which the police tacked into their first trumpedup claim will make the case nonbailable, Olalia told Bulatlat.
Instead of sowing lies, violence, and tyranny, President Duterte and his administration would do better to respond to the needs and demands of the people, COURAGE chairperson Ferdinand Gaite said at the press conference. Other mass leaders also vowed not to be intimidated by the looming crackdown on dissent. Vencer Crisostomo, leader of youth group Anakbayan, invited the public to join and support the commemoration of People Power on February 25, an anti- Martial Law day.
