Reorganize Statewide work chart structure to increase the opportunity for

organizational structure.
Develop and implement a reoccurring TSMO training program. Topics to
include: signal timing, signal hardware, performance management, incident

management, work zone management, evacuation management, and others as
required.
Encourage technical staff retention: Clearly define roles and responsibilities;
