essay and Krystyne Nourse, received third place in senior essay. Aleia Wilber won the storybook division while
Amber Ontanavong and Angela Vo placed third in the children’s game division. Kien Tran took third place in
“reasons to be a teacher” and Halle Garcia was an interview finalist. Opportunities for participation in Educators
Rising are made available through the Northwest Suburban Integration School District.
Communications, delegations and petitions
Bernice Olson addressed the School Board regarding access to junior varsity girls lacrosse fields at Coon Rapids
High School.
Employee services
The School Board took actions regarding employees and positions in the district in relation to a reporting time-
line needed to comply with contracts and state requirements. Sarah Kriewall, director of employee services,
presented the first two items for approval and the third item for information only.
Resolution discontinuing and reducing educational programs and positions
The resolution eliminates teacher full-time equivalent positions due to staffing efficiencies, student registrations
and undetermined federal funding, and recognizes increases in staffing in other areas for a net reduction of
nearly 13 positions. The resolution was approved on a 6-0 vote.
Resolution relating to the termination and non-renewal of teaching contracts of probationary
teachers
The School Board approved the resolution in compliance with Minnesota Statute 122A.40, sub. 5. The action is
considered a routine matter conducted annually by the board. The resolution was approved on a 6-0 vote.

The board reviewed a listing of employees whose contracts with the district are due to expire at the end of the
school year.
Elementary and secondary education
Minnesota State High School League resolution for membership
The School Board approved resolution for membership for all five traditional high schools for membership in the
Minnesota State High School League. Board members were also assigned to be representatives for each school
including Anna Dirkswager, Andover High School, Tom Heidemann, Anoka High School, Marci Anderson, Blaine
High School, Nicole Hayes, Champlin Park High School and Jeff Simon, Coon Rapids High School.
Resolution authorizing execution of legal documents
The School Board considered a series of legal documents regarding its membership in TIES, a joint-powers
technology support organization of 48 metro area school districts. In January, TIES member districts voted to
dissolve the organization. Further action was taken to sell the TIES building and transition employees, equip-
ment and software to a willing receiving organization, the National Joint Powers Alliance. The board reviewed
the documents to enact these changes and approved the resolution on a unanimous vote.
Finance
FY19 proposed budget
Michelle Vargas, chief financial officer, presented a proposed budget for the 2018-19 school year for
School Board review and comment with approval set for the June 25 meeting. The proposal, including the
$502,785,745 million general fund, incorporates a series of School Board actions, bond referendum funds,
increased revenue from state sources and increased enrollment along with expenditure changes, and state and
federal government grants. General fund highlights include the addition of 60 full-time equivalent teachers (FTE)
