Labor relations and benefits
Health insurance updates
Nicole Tuescher, executive director of human resources, along with Todd Mensink, director of labor relations and benefits,
presented the 2019-20 health insurance and dental insurance monthly rates for plan year Sept. 1, 2019 through Aug. 31,
2020.
The rate recommendations are based upon projected claims and other expenses for the district’s health and dental self‐
insurance funds as calculated by Deloitte Consulting. The Medica Essential plan is being eliminated since the Essential
network is no longer available. Two new plans are being introduced: Medica Elect 80/20 and Medica VantagePlus Copay.
There is not a recommendation to change the dental insurance plan monthly rate.
Community and government relations
Primary, presidential election
Al Ickler, executive director for community and government relations, along with Nicole Tuescher, executive director of
human resources, requested direction from the School Board regarding March 3, 2020 as a student contact day or have the
calendar committee explore other options.
Beginning in the 2020 presidential election cycle, Minnesota will conduct a statewide presidential primary election on March
3, 2020. The board previously amended the 2019-20 school calendar to make the Nov. 5, 2019 general election date a
staff professional development day/non-student contact day. Direction was provided for the calendar committee to explore
options and present to the School Board for consideration at a future meeting.
Elementary and secondary education
Chemical Health Update
Cory McIntyre, associate superintendent for middle schools and student services, along with Dr. Jennifer Cherry, director of
student services, provided the School Board with an update on efforts taken by the district’s Chemical Health Committee for
the 2018-19 school year.
Recommendation for next school year were shared including continuance of the Chemical Health Advisory Committee,
providing direct student support, expanding chemical health support groups, offering health classroom presentations,
distributing information and resources, continuing parent communication efforts and community awareness events, and
providing staff development resources.
Special education staffing update
Cory McIntyre, associate superintendent for middle schools and student services, along with Stacey Dahlby, director of
secondary special education, presented an overview of Special Education staffing models and proposed staffing levels by
school for the 2019-20 school year. A comprehensive special education audit recommended a change in staffing formulas
from a caseload model to a workload model and adjustments on the system were explained in detail. The School Board
requested additional information and additional proposals for review prior to implementation.

School based scorecards
Dr. Mary Wolverton, associate superintendent for elementary schools and Dr. Johnna Rohmer-Hirt, director of research
and testing, presented the board with the communication, resources, and expectations shared with school administrators
regarding school scorecards. Resources were developed for principals to share scorecards through presentations focusing
on the purpose and history of school scorecards, along with how to interpret them, and how the calculations were made.
The scorecard is a tool to monitor key performance indicators for each school, which are also aligned to district goals and
strategies.
