2020A bonds set sale resolution Michelle Vargas, chief financial officer, introduced Kelly Smith, director at Baker Tilly Municipal Advisors, LLC, who requested approval of a resolution to sell bonds to fund Phase 2 projects in the 2017 Fit for the Future referendum. Smith explained the process in detail and shared that projected interest rates have dropped since the last bond sale for the benefit of the district. The School Board approved the resolution and set the bond sale and approval for March 30, 2020. Labor relations and benefits 2021-22 district calendar, first reading Nicole Tuescher, executive director of human resources, Val Holthus, AHEM president and Todd Mensink, director of labor relations and benefits, presented a draft academic calendar for the 2021-22 school year for discussion. The School Board directed to place this item on a work session agenda for further discussion prior to approval. Elementary and secondary education Indian Education update - compliance documents for approval Dr. Eric Melbye, associate superintendent for middle schools and student services, Todd Protivinsky, principal on special assignment, and Mary Jennings, parent advisory committee, presented an overview of academic and cultural programs and strategies to support students of American Indian heritage who attend district schools. The Anoka-Hennepin American Indian Parent Advisory committee has reviewed the program and recommended submission of the annual compliance documentation as required by state law. Achievement and integration plan Dr. Eric Melbye, associate superintendent for middle schools and student services, Dr. Jennifer Cherry, director of student services, and Hope Rugemalira, assistant director of student services, provided an overview of a proposed Achievement and Integration plan for the next three school years, and a budget for the 2020-21 school year. The School Board approved the plan elements and authorized the submission to the Minnesota Department of Education. Behind the wheel fee increase, first read Dr. Timothy Gadson III, associate superintendent for high schools, Kim Pavlovich, director of secondary curriculum, instruction and assessment, and Michelle Vargas, chief financial officer, presented a recommendation to increase fees for Behind the Wheel training for students. Anoka-Hennepin provides this service to approximately 2,000 students per year at a rate of $185. The plan will increase fees over a two-year period to $235. This action will remove a general fund subsidy for the program, and will be considered for approval by the School Board at a future meeting. Strategic investments 2020-21 David Law, superintendent, presented items for School Board consideration to support district math adoptions at the secondary level and support for students in crisis across the system. These items are funded with strategic investments, a one-time funding source available to introduce new programs to the district or fund short term projects without impact to ongoing operations.
