The speakers will discuss how the creation of cooperatives , consolidation and regionalization can offer public to public alternatives to large clusters of community water systems in order to improve overall efficiency and effectiveness . Bill Teichmiller will describe the EJ Water case study in which a cooperative was created in Illinois to improve performance and reduce costs for a series of community water systems . Andrew Kricun will describe the Camden County , NJ case study in which 52 wastewater treatment plants were consolidated into one large regional sewer system which resulted in cleaner waterways and reduced costs for Camden County ’ s residents .

Proactive O & M programs , such as valve maintenance programs , help utilities prioritize needs , plan rehab activities , and avoid emergency situations .
