Bundling, Partnerships and P3s: Innovating to Help
Small to Medium Size Systems
8:30–10:00 a.m.
Room: Lagoon KL
Track: Financing, Rates & Affordability
Moderator: Trevor d’Olier-Lees
Recent public health crises have cast a bright spotlight on the nation’s
aging and deteriorating water infrastructure, which AWWA estimates
needs about $1 trillion of investment to update. Water service
providers cite funding as one of the top challenges in meeting their
updating/replacement/expansion demands, particularly given fiscally
constrained government balance sheets and concerns about the ability
or willingness to raise rates. Attendees will learn about key issues in
the bundling process, the different private sector aspects of bundling
(investor, banker, consultant, government and S&P), and how P3s
can play a role in achieving successful bundling projects for small to
medium sized utilities.
8:30
Panel Discussion
David Bird, Infrastructure–Societe Generale
Nathan Ohle, Rural Community Assistance Partnership
Bill Teichmiller, Assn. of Regional Water Associations (AROW)

Water Policy Changes Re-Shaping Water Utility
Business Model
8:30–11:30 a.m.
Room: Mandalay Bay Ballroom I
Track: Water Policy & Regulatory Actions
Moderator: Nancy Quirk
Despite the absence of new federal drinking water regulations, utilities
continue to confront a suite of complex regulatory challenges ranging
from reliable compliance with current rules, to finding ways to assist
neighboring water systems without endangering compliance. The
sector continues to feel the impacts of recent health advisories and
public concerns about emerging contaminants, particularly per- and
polyfluoroalkyl substances. Session speakers and panelists will
discuss recent and anticipated developments from state, federal, and
local practitioners perspectives.
