facilities. It is home to a 70 acre Science and Innovation Park as well as
an arboretum that boasts one of the largest collections of flowering cherry

THE LINK
• The landscape seeks to create a contemporary take
on the historic landscape of Keele Hall with its formal
avenues, curved paths and hedged gardens. The
design includes curved, meandering pathways set in a
simple palette of lawns, hedgerows and trees
Over the last decade the University has invested over £140 million in
the campus and infrastructure. The work so far includes:
• To respond to the Conservation Area and walled garden
• To respond to topography, improving routes and
accessibility despite the 20 metre change in level across
the site
• To the south of the site buildings have been
positioned to reflect the angled language of former
glass houses across the site and to respect existing
tree planting around the Hall’s boundaries

• Lindsay Hall is influenced by its historic setting
adjacent to the walled garden to the west of Keele
Hall. To the north of the site proposed buildings
have been positioned to respect existing historic
features and to respond to the orientation of Lindsay

The National Student Survey awarded the University first place for student
satisfaction in 2014 and 2015, and the campus ranks in the top three
of Times Higher Education’s good campus university environments and
sixth place in the Daily Telegraph’s ‘Britain’s most beautiful universities’.

study bedrooms, increasing the total number of rooms by
around 1,300 and new social hubs to be completed within
the next five years. The modernisation and refurbishment
of the halls will ensure Keele students enjoy some of the

the University to meet the rising demand for high quality,
affordable accommodation on campus.

Why Now?
Keele University is one of the fastest growing universities in the UK with an
increasing number of domestic and international applicants each year. There
is growing need for more rooms on campus in order to support the future
growth in student numbers. By investing further in exceptional infrastructure
that enhances the historic nature of the campus and promotes sustainable
living, the University will build on its market leading position in terms of
delivering the very best student experience.
There is a need to expand room capacity to meet increasing demand
for on campus accommodation resulting from growing student numbers
wishing to live on campus beyond their first year. Some halls are coming
to the end of their design life and are no longer suitable for an institution
with Keele University’s world-class reputation. Several accommodation
blocks have already been decommissioned and others require multiple
improvements to their facilities.

• Barnes is located in an area which is primarily
influenced by modern buildings comprising of
the sports centre to the west and the Science
& Innovation Park to the south. In order to reflect
this, we have adopted a contemporary approach to
building location, orientation and public realm. The

the proposed built form whilst responding to existing
routes and infrastructure

Carbon Reduction

The new developments will lead to an annual carbon reduction of approximately
300,000kg as a result of replacing old and inefficient buildings with highly
energy efficient new ones.
The construction of approximately 2,300 high-quality, affordable rooms
and the demolition of approximately 900 rooms that are beyond their
usable life. The project is to be rolled out, in a phased way, over the
next 4 to 5 years.

The finished p roject will see approximately 4,300 rooms in total allowing
us to respond to the growing desire for places at Keele University and
to provide current students with accommodation that reflects their
needs. The project will deliver a range of accommodation choices
for students, including standard accommodation, townhouses with
shared facilities and en-suite bedrooms.

BREEAM is a recognised assessment that sets the standard for best practice
in sustainable building design, construction and operation. It is awarded to
projects that can demonstrate low carbon and low impact designs, and
that put measures in place to minimise energy demands created by the
building .

A number of measures will be put in place to ensure we achieve a BREEAM
“Excellent” rating for the redevelopment. These measures will include:
Social Spaces
Feedback will be considered and will form part of on-going discussions
with Newcastle-under-Lyme Borough Council’s planning team to
inform further design and development of the proposals. After we
have incorporated this feedback into our plans we will host a further
consultation showcasing the newest proposals before officially
submitting the planning application. Further consultation in the
summer will include details of building elevations, materials, internal
room configuration, landscape design and social spaces.
• Each new energy centre will incorporate a Combined Heat and
Power system to provide heating for the Hall & electricity for sitewide use
• Building mounted solar panel technology will be considered and
implemented if feasible & beneficial to the developments
• Green materials with good environmental rating and high
recycled content will be specified
In keeping with our desire to reflect the needs of the student
community, the functions of these hub buildings will be
developed in detail during discussions with Keele University
students.
• All new buildings will be constructed to a high level of
airtightness to reduce heat loss & improve thermal performance
• High levels of insulation, exceeding Building Regulations, will
be used throughout
In addition, our proposals may include the construction of
a new dedicated postgraduate hub to replace the existing
Keele Post-graduate Association (KPA) Clubhouse.

using very efficient water fittings

Managing Construction
In tendering the construction project a national constructor will
be employed that has a demonstrable track record of working
responsibly and collaboratively in residential locations. We
will manage the construction of this redevelopment project to
minimise any impact on the local community.
In addition, further student consultation is ongoing through a
series of student focus groups whereby groups of students are
providing input into the development of internal room designs
and the potential uses of the proposed new social facilities.

Your comments will be recorded in our Statement of Community
Engagement that will be submitted to the Borough Council as
part of the future planning application.
We plan to submit a planning application to the Council later
this year. Once plans have been submitted, the Council will
undertake statutory consultation on the proposal.

This will include:
Drainage
• Ensuring best practice is followed by being a member of
the Considerate Constructor Scheme
The development will incorporate a Sustainable Drainage
System (SuDS) to attenuate surface water runoff to an
acceptable level. This system will comprise of natural
basins (known as swales and attenuation basins) set
sensitively within the landscape. These features will
include wetland planting for biodiversity enhancement.
• Keeping lorry movements to a minimum, ensuring
constructor vehicles arrive just in time and do not park in
the local area and keeping all roads to the site clean and
clear
• Limiting the hours of working – with no noise created
outside of the agreed hours
Transport
• Reducing dust, noise and vibration by monitoring levels
on site and following best practice.
Proposals include significant improvements to cycle
storage facilities with enhanced connections on
campus and we are aiming for no net increase in
car parking provision as a result of the residential
proposals.
• Ensuring that there is a dedicated point of contact for the
construction site and that the local community is kept
informed regularly throughout the progress of the project
• Construction will be planned sensitively around student
exam periods

will be collated and reviewed in detail by the development team.
• Each of the three halls will be connected to a new high efficiency
energy centre via a modern district heating network
We will enhance the sense of community on campus through the
construction of four new student hub buildings, each of which
will be designed with a central space providing a heart for every
hall. The hubs will include flexible spaces to support the social
and operational needs of the residential community and act as
the central reception for each hall.
