New Leadership at the Airports Authority
Thomas R. Beatty
In 2025, the Airports Authority named Thomas R. Beatty its executive vice president and chief operating offi cer. In this role, Mr. Beatty manages operations, airfi eld safety, regulatory compliance and security functions at
- Ronald Reagan Washington National Airport( DCA)- Washington Dulles International Airport( IAD)- Dulles Toll Road- The Offi ce of Public Safety- Strategy and Operational Performance.
Mr. Beatty joined the Airports Authority in 1997 as an environmental program engineer and has served most recently as vice president in the Offi ce of Engineering, as well as deputy vice president in the Offi ce of Engineering and manager of the Building Codes and Environmental Department.
Risk Management
The Airports Authority maintains an integrated oversight framework that identifi es, assesses, mitigates and monitors risks that could affect operational continuity, stakeholder confi dence or regulatory standing.
This framework combines operational risk controls with enterprise-wide risk planning to ensure accountability is embedded across all levels of decision-making.
Operational Risk Management- Ensure safety and health for passengers and employees- Monitor risk transfer through contract reviews, including insurance requirements- Protect physical assets through collaborative inspections with insurers- Review construction plans for new and existing properties- Secure insurance to enhance cybersecurity efforts, expansion initiatives and construction activities
Enterprise Risk Management- Enforce proactive identifi cation, assessment and management of all risk categories that are central to Airports Authority’ s policy- Tailor risk management processes to fi t the Airports Authority’ s purpose, size and corporate strategy- Mitigate and anticipate inherent risks in day-to-day and overall airport business long-term- Educate, involve and empower employees to take ownership in identifying and managing risks- Communicate risk identifi cation and management initiatives to stakeholders
