Labor Relations and Collective Bargaining
The Airports Authority remains committed to maintaining positive labor relations and supporting a workplace culture grounded in fairness, collaboration and respect for employee rights. A signifi cant portion of the workforce is represented by labor unions. The Airports Authority engages in ongoing coordination and communication with union partners representing skilled trades, public safety communications, fi refi ghting and law enforcement personnel.
The Labor and Employee Relations Department oversees labor relations activities and supports compliance with applicable conduct, discipline and labor directives to help maintain a consistent and respectful work environment across the organization. The department also administers the Airports Authority’ s Labor Code and Conduct and Discipline Directive, while Employee Relations counsel supports collective bargaining and labor-related matters.
Fifty-eight percent of union-eligible employees are union members covered by collective bargaining agreements.
- 413 union employees- 122 union eligible employees covered by collective bargaining
Five unions operate under their respective collective bargaining agreements:
- American Federation of Government Employees at IAD represents 34 percent of the skilled trades employees there
- Federation of Government Employees Local 1118 represents 49 percent of the skilled trades employees at Reagan National and Dulles International airports
- Communications Workers of America Local 2252 represents 37 percent of the Public Safety communications workers and traffi c control offi cers
- International Association of Firefi ghters Local 3217 represents 100 percent of the Airports Authority’ s fi refi ghters
- International Union of Police Associations Local 5004, DCA and IAD, represent 73.2 percent of the eligible workforce
These partnerships help support workforce engagement, operational continuity and effective collaboration across the Airports Authority’ s airports and facilities.
