Rental Car Contracts Electric Ground Support Equipment Charging Stations
The Airports Authority is advancing the transition to lower-emission ground transportation by integrating sustainability requirements into its rental car concession agreements at both airports. These requirements are designed to reduce fuel consumption, lower greenhouse gas emissions and accelerate the electrifi cation of rental car fl eets serving airport customers.
A key component of this approach is enabling the infrastructure needed to support fl eet electrifi cation. Through the Airports Authority’ s construction permitting process, rental car operators can install electric vehicle charging stations at their facilities, allowing tenants to align with corporate sustainability commitments and broader industry trends toward vehicle electrifi cation. This fl exible, partnership-driven model ensures infrastructure deployment keeps pace with evolving fl eet composition and technology advancements.
In 2025, rental car providers at Reagan National Airport were required to ensure at least 5 percent of their annual fl eet consisted of“ green vehicles,” including hybrid and fully electric models, while providers at Dulles International Airport had an 8 percent threshold. These requirements refl ect a phased approach to increasing the availability of lower-emission vehicles for travelers. Every rental car provider at the airports surpassed the established targets, demonstrating strong tenant engagement and a clear market shift toward cleaner vehicle options and broader sustainability goals.
Electric Vehicle Charging Stations
The Airports Authority continues to expand electric vehicle charging infrastructure to support the growing adoption of low- and zero-emission transportation among passengers, employees and commercial operators. By increasing access to convenient and reliable charging, the Airports Authority is helping reduce transportation-related emissions while improving the customer experience. In 2025, a total of 298 electric vehicle charging spaces were available to the traveling public across the airport system, including 195 charging ports at Dulles International Airport and 103 ports at Reagan National Airport. Notably, Dulles International Airport includes four fast-charging stations in the cell phone lot, enabling quick and convenient charging for drivers waiting to pick up arriving passengers.
In 2018, the Airports Authority received a $ 4-million Federal Aviation Administration Voluntary Airport Low Emissions( VALE) Program Grant to assist with acquiring and installing electric charging stations and associated utility infrastructure to power electric( eGSE) at Dulles International Airport. Over two phases beginning in 2022 and completed in 2024, MWAA installed 103 new charging ports to accommodate eGSE using single-port and multi-port units, with 92 of the charging ports available to all tenant airlines as common use equipment.
The project signifi cantly improves infrastructure for airline partners to expand their use of eGSE, thereby reducing diesel consumption and the associated GHG emissions. The co-pollutant emissions reductions will improve localized air quality and noise levels, helping to mitigate the disproportionate negative environmental impacts of transportation on nearby disadvantaged communities and improve the working conditions of airport employees stationed in the Dulles Air Operations Area( AOA). The electrifi cation of GSE will avoid fuel costs for airline partners and decrease the operation and maintenance costs associated with this equipment. The project also supports the goal of materially reducing the use of petroleum-based fuels across facilities at Dulles International, contributing to the safety and resilience of airport operations through fuel diversifi cation over time.
The Airports Authority also continues to implement the charging and electrical infrastructure required to help partner airlines at Reagan National meet their fl eet electrifi cation goals and encourage broader adoption of eGSE. In 2023, 42 eGSE chargers were available for use by 3 partner airlines.
