Partnerships for Progress: Driving Innovation in Community Supervision

Over the past decade, DCS has emerged as a national and international leader in community supervision through innovation and a strong commitment to evidence-based practice. By pioneering the Person-Centered Supervision Model, now being adopted by other states, and championing the use of implementation science to bridge the gap between research and practice, DCS is helping ensure more consistent and effective supervision outcomes. Supported by a robust research agenda that includes 19 active projects and 15 partners nationwide, DCS is not only evaluating current policies and practices but also shaping the future of community supervision, firmly cementing its status as a global leader in the field.

Person-Centered Supervision Fidelity Assessment Instrument

DCS adopted the Person-Centered Supervision( PCS) Model to move beyond traditional compliance-based frameworks and holistically integrate evidence-based practices that promote successful outcomes. Ultimately, however, the implementation of and adherence to PCS depend on each Community Supervision Officer across Georgia’ s 51 judicial circuits. For DCS to move from aspiration to accountability and ensure PCS functions as intended, a reliable tool is needed to evaluate both the quality and impact of its application

To this end, DCS has partnered with Dr. Orion Mowbray at the University of Georgia’ s Department of Social Work to develop and validate an evidence-based instrument designed to assess the PCS Model. According to Mowbray,“ Assessing the consistency and quality of PCS ensures community supervision in Georgia is delivered effectively throughout the state, which improves accountability, fairness, and public safety. By rigorously examining the PCS approach, Georgia is setting the national standard for evidence-based, effective community supervision.” Once fully developed and validated, this instrument will enable DCS to measure whether the PCS service delivery model is implemented with fidelity and is leading to better outcomes. Findings from these assessments will inform strategic conversations for continuously strengthening person-centered practices.
