Methodology

The Language Access Community Survey received 2,074 total responses between June 23 and September 17 , 2021 . The survey was conducted in 11 languages : Amharic , Arabic , Chinese ( Traditional and Simplified ), English , Filipino , Korean , Russian , Samoan , Spanish , Tigrinya , and Vietnamese . To ensure that it was accessible to as many people as possible , it was available in three formats : online , print , and in-person interviews .
Outreach for the survey was conducted through a variety of methods including : partnerships with members of the Language Access Network of San Francisco ( LANSF ) and other trusted non-profit organizations ; in-person events such as Tenderloin Play Streets , the San Francisco Pathways to Citizenship Initiative workshop , and outreach at local elementary schools ; English language classes at City College of San Francisco and non-profit organizations ; social media and communications by City departments , community organizations , and Immigrant Rights Commissioners ; and neighborhood field outreach by OCEIA ’ s Community Ambassadors Program .
The survey asked respondents to specify how well they speak , read , write , and understand English . This report focuses on data from the total number of respondents who specified that they speak , read , write , or understand English either “ Not well ” or “ Not at all .” This report uses this definition when referring to Limited English Proficient ( LEP ) respondents .
The data analyst used respondents ’ zip codes to estimate the district where they live . This is an estimate , rather than an exact data point , because certain zip codes overlap more than one district . The data analyst allocated zip codes to districts when a majority of the zip code was located in that district , and in cases where zip codes were evenly distributed over two districts , they were allocated evenly between them .
