HOUND
MR . JAMIE HUBBARD , of Bloomington , IN originally from Australia , began in the sport of purebred dogs at the age of nine . His parents bred Basset Hounds , acquired Dachshunds at a young age , and then found success in American Cocker Spaniels and English Setters winning Bests in Show at Australia ’ s Melbourne Royal and Sydney Royal shows .
Mr . Hubbard , along with his partner , breed various spaniel breeds under the Clussexx kennel name . He has shown many Westminster Best of Breed winners in multiple groups . Mr . Hubbard first judged in Australia in 1991 . He has judged in Japan , China , Sweden , Norway , Finland , and Hungary . Mr . Hubbard is approved to judge the Sporting and Hound groups and multiple Terrier , Herding , and Toy breeds , and Best in Show . This is his third Westminster judging assignment .
TOY
MRS . JUNE A . PENTA of Greensburg , PA started with Afghan Hounds , followed by Shih Tzu , which she bred and exhibited under the Spring Valley prefix in the 1960 ’ s and 70s , finishing many AKC Champions . She is a member of the American Dog Show Judges ( ADSJ ) and the American Shih Tzu Club as well as the secretary / treasurer of the Dog Judges Educational Foundation .
An AKC judge for more than 45 years , Mrs . Penta is approved to judge all Hound , Toy , and Herding breeds , and Best in Show . Her involvement in judges ’ education extends for more than 25 years and includes the production of the ADSJ Advanced Institute . She judged many regional and national specialty shows including the Shih Tzu National seven times . This is her fourth Westminster judging assignment .
NON-SPORTING
MR . DENNIS McCOY of Apex , NC enjoyed a career as a professional handler that included handling numerous all-breed and specialty Best in Show winners . He handled more than 500 Best in Show winners . He piloted the all-time top-winning Poodle and Dalmatian . Mr . McCoy won seven groups at Westminster , including five consecutive Non-Sporting groups from 1996 to 2000 . He was Best in Show at Westminster in 1991 with Standard Poodle , Ch . Whisperwind On a Carousel . With husband , Randy Garren , they bred the 2009 Westminster Non-Sporting Standard Poodle group winner . Mr . McCoy currently judges the Terrier , Toy , and Non-Sporting groups , and Best in Show . Mr . McCoy has judged numerous assignments in foreign countries and judged the Toy group at Westminster in 2013 . This will be his fifth judging assignment at Westminster .
HERDING
MR . WILLIAM P . SHELTON of Pomona , CA enjoys a lifelong passion for all animals , particularly canines , and the sport of purebred dogs . His decades-long professional handling career grew into his passion for Pembroke Welsh Corgis and his Coventry breeding program . Coventry Pembroke Welsh Corgis was honored with the AKC Herding Breeder of the Year award in 2018 .
Mr . Shelton is an advocate for responsible preservation breeders , their purposefully bred dogs , education , and for breeders to continue as the lifeblood of our cultural heritage . He enlightens legislators and the general public to the benefits of owning a purebred dog acquired from a responsible preservation breeder . He is approved to judge the Hound , Working , and Herding groups , Junior Showmanship , and Best in Show . This will be his second judging assignment at Westminster .
