a per mile charge on electric and hybrid vehicles . The Washington Transportation Commission issued their report on the Road Usage Charge ( RUC ) pilot program and made several recommendations , which included a constitutional amendment protecting revenues derived from a RUC for highway purposes only . SSB 6586 provided a statutory protection , which is a lesser standard . The business community insists that RUC revenues need a constitutional protection afforded by the 18th Amendment . The Road Usage Charge is meant to replace the gas tax and it should be treated , or in this case protected in the same way . SSB 6586 had a hearing in the Senate Transportation Committee but the bill did not receive a vote .
ESHB 2676 autonomous vehicle requirements

Sponsored by Rep . Shelley Kloba , D-Kirkland , Engrossed Substitute House Bill 2676 would establish several new criteria to test autonomous vehicles ( AV ) in Washington State . The bill requires companies wishing to test AVs on the public roadways to obtain an umbrella liability insurance policy of $ 5 million per occurrence . The bill also requires companies to provide additional information in the self-certification process and provide advance notice to all law enforcement agencies where testing will occur . The bill passed the House by a vote of 70 to 28 and the Senate by a vote of 48 to 0 .

AWB supported Substitute Senate Bill 6084 , sponsored by Sen . Dean Takko , D-Longview , which would modify how large commercial and passenger vehicles navigate circular intersections . The bill allows for large vehicles over 26,000 pounds , or carrying more than 16 passengers , school buses , or vehicles carrying hazardous material to deviate from lanes within a roundabout . SSB 6084 passed the Senate by a vote of 47-1 and passed the House by a vote of 97-0 .
