E2SHB 1110 low carbon fuel standard

AWB opposed Engrossed Second Substitute House Bill 1110 , sponsored by Rep . Joe Fitzgibbon , D-West Seattle , which would have directed the Washington State Department of Ecology to implement a Low-Carbon Fuel Standard ( LCFS ). This issue was a priority for Gov . Jay Inslee and the environmental community as a strategy to reduce emissions in the transportation sector . However , an LCFS is a cost-driver and it has increased the price of fuel in Oregon and California , where officials have implemented the new fuel standard . The California Energy Commission reports the LCFS has raised the cost of gasoline by 19 cents per gallon and the cost of diesel by 21 cents per gallon . And costs escalate dramatically as the LCFS becomes more stringent over time . The Puget Sound Clean Air Agency ( PSCAA ) found that a LCFS imposed here could raise the cost of gasoline in our region by up to 57 cents per gallon by 2030 . The California Legislative Analyst ’ s Office ( LAO ) has reported that California ’ s LCFS has reduced greenhouse gas emissions by less than one percent a year . This high cost and negligible benefit led the California LAO to recommend the legislature amend or eliminate the low carbon fuel

2SHB 2310 clean miles program

Rep . Joe Fitzgibbon , D-West Seattle , introduced Second Substitute House Bill 2310 , which would create a clean mile standard . The regulation was modeled from a California program intended for transportation network companies like Uber and Lyft . The bill , however , impacted a much broader set of companies that provide on-demand transportation services for passengers , food , and goods . AWB ’ s concerns focused on the broad authority given to the Department of Ecology to collect data , impose and collect a fee , and establish targets for greenhouse gas emissions for all commercial transportation service providers and food deliveries . Any violations of the emissions standards set by Ecology would be subject to criminal and civil penalties under the state Clean Air Act . 2SHB 2310 passed the House by a vote of 56-39 and it did not pass out of the Senate Transportation Committee .
