Enrollment Options Guide 2015-16
built upon Structured English Immersion where the emphasis
is to teach students the English language while studying the
core curriculum. The model also supports acculturation
to new school routines and communities. It is designed to
foster literacy and academic skills in English of middle-and
high school-age recent immigrants who sometimes arrive
with limited primary language literacy and formal schooling.
This program model is an intensive, specialized, one- to three
semester strand within a school. The goals are for the student
to master speaking, listening, reading and writing in English
and integrate into the Structured English Immersion program
at the school.
The length and the goals of each of these programs vary.
Please refer to “Schools at a Glance” section (grades K-5, page
18-43; grades 6-8, page 78-87; ninth through graduation, page
108-115) about a particular program you are interested in to
learn more about these instructional models. The request for
placement into any Alternative Language Program must be
made at the school site.

Special Day Class (SDC), Inclusion SDC other Special Education
Related Services are for students requiring very specialized
instruction not available in a mainstream setting. Services
for students with this need are provided through Special Day
Classes, or Emotional Disturbed programs that are offered at
specific locations for all grades.
Many students also need Special Education services in one or
more areas. These too are only offered at specific locations.
Although all parents can participate in the Options Enrollment
process, parents of students who need services that are
located at specific schools need to work with the Program for
Exceptional Children to receive their assignment. The Program
for Exceptional Children is located at Marcus Foster Site at
2850 West Street. Their main phone is 510-874-3700 or 510874-3701.
Programs for Exceptional
Children (Special Education)
Schools in every neighborhood in Oakland offer a wide
range of high quality Special Education services. Parents and
guardians can participate with the Options Enrollment process
depending on the service delivery model their child needs
and its availability. Availability is determined based upon the
child’s Individual Education Plan (IEP) and the seats available
in the program. The student assignment procedures vary
slightly for each model. This section describes how parents
can participate in the Options Enrollment process for each of
the special education service delivery models offered to our
students.
OUSD’s Special Education service delivery models include:
1] Resource Specialist Program (RSP)
2] Special Day Class (SDC), Inclusion SDC and other Special
Education Related Services
Resource Specialist Program is available in every public
school in Oakland. A resource specialist is a case manager
for referrals and provides services for students who need
support as defined by the IEP. Students in a RSP have an
Individual Education Plan that outlines the amount of time
per day the RSP services are required. Parents and guardians
of children eligible for RSP services should participate with
Options Enrollment when their child is entering kindergarten,
sixth grade (middle school), ninth grade (high school),
entering OUSD for the first time, or who would like to
transfer schools. They are to follow the Options Enrollment
procedures established by completing an application and
submitting the necessary documentation. The application
will be placed in the lottery to determine the student’s next
school assignment. The school assignment will be based upon
