Q — Are owners of sires required to sign applications for registration of a colt ?
A — Yes , as a rule the applications must be signed by the owner of the sire and also the owner of the dam . In a very rare instance , the owner of a stallion might get mean about it and refuse to sign an application — or demand an exorbitant fee just to sign such a paper . Then the only recourse that the owner of the mare can have is to go into court on a civil action — and the court can order the sire ’ s owner to sign the papers . In some instances when an owner has been so rough about it — the Executive Committee ( Board of Directors ) does have the power to register the colt under the “ performer transfer clause ” that we have in our bylaws . This can be done without the sire ’ s owner signing — but it is done very rarely .
Why Are ‘ Show Rules ’ Necessary ?
Q — Why is a Breeders ’ Association necessary to adopt rules for shows in addition to maintaining a registry ?
A — No organization or sport is any better than its head . If baseball didn ’ t have some kind of rules or regulations to go by — why a team might decide to go over to your town next Sunday and say —“ well , we made a new rule coming over here . We are going to have four strikes and out on our side today and three strikes on yours . And if you all don ’ t want to play that way , we are not going to play .” The Breeders ’ Association is designed to make the rules . It is the head of the Tennessee Walking Horse breed .
The Association sets up the rules and regulations for the registration of these horses . It sets up the rules and regulations under which they are exhibited and it tries to a great extent to keep in close contact with the shows and see that the rules are carried out — 50 every person has a chance to show his horse under a set of rules , and the animal can be exhibited and judged on the merits of his performance .
The show rules are set out by our Judges and Judging Committee and are approved by the Board of Directors before the rules are ever adopted .
Our Association show rules and the Tennessee Walking Horse rules for the American Horse Shows Association — which is the ruling power of 450 major shows in the United States — are now identical . Any time you are showing a Tennessee Walking Horse before a licensed Tennessee Walking Horse judge you are showing under the rules adopted by these two associations .

Q — How can state associations affiliate with the Breeders ’ Association ?
A — We have a plan for any state group to organize a state exhibitors ’ association which is licensed by the Breeders ’ Association to operate as a unit in promotion of shows and to see that the interests of the Tennessee Walking Horse breed are properly represented .
