The land that is going to be a unique country, Italy, at the beginning of 1861 is divided into different kingdoms:

is a satellite state of Austria that is governed by the Habsburg monarchy whose emperor is Francesco Giuseppe. With the revolutions of 1948 and the consequent breaking that was created between Austria and a part of the population, this kingdom began from the years 1857-58 to conduct a policy of reconciliation that can recover the trust of the population.

The Lombardo-Veneto Kingdom

The Duchy of Parma

is an Italian pre-unification state that has existed since 1545 and still lasts today. At first, it was governed by the Farnese dynasty, while today it is governed by the Bourbon-Parma dynasty. The territory of the duchy is composed of various autonomous administrative entities that, according to the characteristics of feudal regime, maintain their magistracies and organs in personal union with the sovereign duke.

The Kingdom of the Two Sicilies

governed by Ferdinand II, includes all the southern regions and also includes Sicily. Relationship with this region, that has been seeking for the independence for a long time, are always tense. Despite being the largest state of the peninsula, the railways only have 100 km and the practicable roads are very few. The greatest part of the budget is spent for the army, while almost nothing for education and public works.
