Loden SV next door , there are now 410 new upscale apartments available near the corner of Lexington Avenue North and County Road F West .
“ We went nearly 40 years without any apartments being built except senior housing , and then all of a sudden — within the past five years — we just became kind of a hotbed for multi-family apartments ,” said Simonson .
There is also a lot of redevelopment underway in Shoreview ’ s business and commercial sectors . The former Deluxe Corporation headquarters site has been sold to Scannell Properties , a national developer that specializes in business parks . The City is working with Scannell Properties on a redevelopment plan for the 50-acre site . “ It ’ s in a highly visible , attractive area near Island Lake Park , and all sorts of apartments . We expect approval of a masterplan sometime this year ,” said Simonson .
In addition , the city will be issuing a request for development proposals in 2022 for Rice Street Crossing , a cityowned 10-acre property at the southwest corner of Interstate 694 and Rice Street . The former county public works site was acquired 20 years ago with the intent of using it for a future interchange project .
“ At the time , the interchange planned for the site was a cloverleaf , but traffic patterns have changed so much over the years they did away with the cloverleaf , and went to a roundabout design instead ,” said Simonson . “ We ’ re seeing a lot of interest from the development community because it is such a visible , ready-to-build site on the interchange with easy access to St . Paul , Vadnais Heights , Little Canada , and of course Shoreview ,” said Simonson .
The top employers in Shoreview include Par Systems , Ally Financial , Cummins , Fiserv , Wells Fargo and TSI , Inc .

There are several very noticeable city-led initiatives underway in the City of Hugo that will be open in 2022 . The city ’ s first and largest active park , Lions Park , is undergoing a major reconstruction .
When done , the 10-acre park that is just West of Hugo City Hall , will feature a brand new 5,000 square foot pavilion and gathering area , a large inclusive playground for all ages and abilities , new trails and sidewalks , sports courts and a lot of green space . Work began last year and is expected to be complete by Summer 2022 .
“ As our park systems get older , we are now starting to review and replace park playgrounds in the community . Lions Park ’ s original pavilion was getting old , and it only had a small playground . The Parks Commission created a master plan for the park and the decision was made to redevelop the park ,” said Rachel Juba , Community Development Director for the City of Hugo . She has worked for Hugo since 2006 , and held her current position since 2018 .
Lions Park is one of 18 parks that exist today in the City of Hugo . Plans call for more of them to be redeveloped in the coming years .
Park reconstruction isn ’ t the only major project underway in Downtown Hugo . The City has been acquiring properties from willing sellers since 1999 with the goal in mind of turning the space across from City Hall into a commercial development that met the City ’ s Downtown Hugo vision .
“ Most of the houses and buildings acquired were blighted , so we ’ ve torn down those . The ones we have saved we have rented out temporarily ,” said Juba . No date has been set yet for the actual construction of what will become a new destination location in Downtown , but Dennis Properties of White Bear Lake has a contract on the property .
Another project underway in Hugo is the construction of a new 60-thousandsquare-foot public works building in Eastern Hugo . It is being built on once vacant land at Irish Avenue Park off 140th Street , and will serve as a home for the City ’ s public works department and maintenance equipment .
In addition , the White Bear Area School District is building a new 100,000 square foot elementary school in Hugo . North Star Elementary will accommodate 720 students in its building , which is north of 152nd Street , off Highway 61 . The school will have a gymnasium , ball fields , a playground and trails .
