gradual blend in yrs, or implement “energy source affirmative action” etc, Use it
to lower extraction cost of oil, coal etc(L Larsen+), generate hydrogen to feed
fuel cell, “Free” energy from nuclear waste, monitor compliance by use of
existing intel surveillance tech
