In this regard, it is in the interests of both countries to cooperate in the fight against
international terrorism, extremism, drug trafficking and organized crime.
4. Uzbekistan is interested in coordinating efforts with Germany on promoting peace and
stability in Afghanistan. Stability and security in the region are directly related to the
development of the situation in this country. We are in favor of the earliest possible launch of
peace talks between the Afghan government and the armed opposition without setting any
preconditions.
The Tashkent Conference on Afghanistan reaffirmed our intention to become an active
participant in the political process for the peaceful resolution of the Afghan conflict. Uzbekistan
supports the government of President Ashraf Ghani. We provide all possible assistance to the
socio-economic rehabilitation of Afghanistan through the supply of electricity at reduced prices,
the organization of training of national personnel and the transit of Afghan export goods.
We count on the support of Germany in the implementation of joint projects and
initiatives in Afghanistan. In particular, the Uzbek side is interested in the assistance of
Germany in the implementation of the following projects:
-organization of the process of training pilots of civil aviation in Afghanistan on the basis
of the Training Center of Uzbekistan Airways, using the infrastructural capabilities of the
Termez airport;
-organization of advanced training courses for police officers, specialists of the IRA
customs police in relevant educational institutions of Uzbekistan;
- Implementation of socially oriented programs in Afghanistan, including drinking water
projects, restoration of historical monuments on the territory of the IRA, etc., incl. with the
support of the GIC and other German organizations.
5. In our opinion, The EU Central Asia Strategy that on the initiative of Germany in 2017,
has contributed to improving mutual understanding and respect, taking into account the
specific needs of the countries of the region in the framework of assistance projects.
At the same time, we believe that the countries of Central Asia and the EU have
significant untapped potential, in particular, in the economic and investment spheres. For
Uzbekistan, for example, they are especially important in the interest of supporting the
modernization and reform processes in our country.
In this regard, the Uzbek side positively assesses the initiated review process of the
“Strategy for a new EU partnership in Central Asia” and supports the intention of the European
side to develop with the participation of Central Asian countries a new Strategy for the region
by the end of 2019
In our opinion, the key areas of interaction with EU countries should be the economy,
such as trade, investment and financial cooperation, transport and logistics, high technology
transfer, agriculture, cooperation in science, technology, education, ecology, tourism, health
and culture, as well as strengthening regional security.

build up multi-faceted and mutually beneficial relations with Germany.
