Second, flexible mortgage plans must be implemented for the newlyweds who are within 1‐2 years
of marriage because of their low economic assets. It is necessary to lower the interest rate and raise the
mortgage limits for a long‐term rental deposit or home purchases for them. In particular, it is necessary
to increase the mortgage limit and extend the payment term length to reduce the burden of
metropolitan households. In addition, if the government loosens the marital income standards for
mortgages, more double‐income newlyweds can benefit from mortgages.
Third, it is necessary to establish a maternity‐friendly urban residential environment since
newlyweds’ fertility plans are influenced by residential satisfaction. In the previous study, the
parenting‐friendly urban residential environment is defined as ʺa convenient and safe environment for
individual households to decide whether to have childrenʺ [17] (p.3). Recently, local governments are making
efforts to establish locally differentiated policies by developing ʺmaternity environment indicatorsʺ [18].
In conclusion, we quantitatively confirmed the residential environmental factors that have distinct
impacts on the newlyweds’ fertility plan. Further in‐depth qualitative studies should be designed to
evaluate the residential environmental factors for better understanding of fertility intention and
development of nation‐wide policies to improve the fertility rates.
