Accordingly, this study proposed the formation of space for school facilities in response to policy 
changes, and the focus was on enabling both school users and residents to use spaces well through the 
link between school facilities and localities. 
3. A Case Study on the Change of School Facilities and Programs 
The  foregoing  suggested  the  need  for  research  by  analyzing  the  limitations  and  problems  of 
domestic  school  facilities  and  education  policies.  Specific  case  studies  are  intended  to  derive 
implications for future programs and planning aspects. This study was limited to cases in which school 
facilities were opened and operated through domestic and foreign combined projects. A total of 12 cases 
were analyzed, with six schools in Korea (3 primary and 3 secondary) and six schools in Kwandong, 
Japan (3 primary and 3 secondary).

In  domestic  cases  (No.  1,3,5,6),  schools  and  complex  facilities  tend  to  be  separately  planned  as 
annexes. The existing schools are undergoing a complex project to remodel annexes that are not used 
because  of  a  decrease  in  the  number  of  students,  build  new  annexes  within  the  site,  and  use  the 
underground space of the playground as a parking lot. 
New schools can also be found to open lower floors and annexes, perhaps because it is considered 
the easiest way to separate the space used by students from the space used by residents. The annex is 
easy to separate by the entrances, and the movement to the playground or school facilities allows only 
partial opening.Case 3, Jung‐Ang Elementary School, is actively using the schoolʹs land with residents, 
using the playground as a town square, because the complex project is underway with the master plan 
for the new city. This case has been covered by many prior studies and reports.
