1. Introduction
In late 2017, the Urban Regeneration of New Deal was announced in Korea, which newly
designated old residential areas as urban renewal areas. However, with the increasingly widespread
critical view of the revival of old residences, a realistic and possible improvement plan should be
proposed for dealing with the growing rates of aging and youth unemployment. Such a circumstance,
in this study we propose a new direction and policy for the renewal of old houses in Koreaʹs New Deal
policy based on economics, and propose supported housing to shape them.
In South Korea, the development of modularized systems for supported housing has been slow,
and it has been difficult for the development to spread as an empirical study considering the economic
feasibility and effectiveness. It is necessary to study various aspects of supported housing, such as the
length of residence of residents, consideration of the environment in the area, utilization of appropriate
technologies, and actual construction of the system.
Therefore, the purpose of this study is to propose improvement directions for the expansion of
supported housing in urban regeneration activation areas.
2. Changes of Urban Planning and Housing Type in Korea
From the Korean War to the
present, Korean cities have been shaped
as the result of social effects and the
governmentʹs policy and legal system
working closely together. Cities were
developed and expanded due to post‐
war reconstruction, industrialization,
and population growth. In the late
1900s, the industrial structure changed,
and old cities that had aged were
restored. After 2000, changes in social
structure became more prominent, and
the position of the government changed
to revitalize cities. Comprehensively,
the urban planning and social
background that changed in the order
of development, maintenance, and
regeneration.
As the urban perspective has

the city also have changed with the
times. Since different houses were built in each period, todayʹs Korean cities have an uneven aesthetic.
Because the purpose was to increase the number of houses in most of time, the type of housing
built through this development had a high density. The big sites in the city were filled with apartment
complexes, and the small sites were built in such a way as to build low‐rise residences Even in the 21st
century, the quantitative supply of housing did not stop, because of the aging of old houses and rapid
rise in real estate values.
