11 plaintiffs brought suite against the newly
created “Hispanic” district;
Plaintiffs claimed it was unconstitutional – did
not comply with “one person, one vote” (also,
they did not want to eliminate the singlemember districts);
Hispanic district - 13,029 CVAP while other
districts contained 22,932 and 23,884 CVAP
