This year’s recipient is Hyattsville
city Councilman Patrick Paschall.
Paschall serves as the Maryland state
director, assisting in the recruitment
of new YEOs and increasing member engagement. Paschall also
took on a leadership role within the State Directors program
serving as the chair of the Policy and Partner Organization
Subcommittee. In this capacity, Paschall spearheaded the efforts
to promote and distribute YEO policy resources to other members
in his state while steering the policy direction of the Network by
serving as the liaison to the policy team. Paschall has assisted the
policy team’s support efforts on LGBTQ and non-discrimination
policy.

We were proud to honor Missouri
state Senator Maria ChappelleNadal as the recipient of the 2015
Barbara Jordan Leadership Award.
Chapelle-Nadal has been a leading
advocate for her community in
Ferguson following the fatal
shooting of unarmed teen Michael
Brown. She stood and marched in
solidarity with her community, even
in the face of tear-gas and physical
threats. She has been a bold and courageous voice for change and
for the Black Lives Matter movement.

The Women’s Pre-Conference continued on Thursday with the
Caucus’ first ever policy session – a request from last year. Partners
from Generation Progress, American Women, Make It Work, and
Higher Heights joined in a dynamic discussion of “Leading with
a Women’s Agenda,” and broke down how a variety of policies
impact women and communities in disparate ways – and how a
broad working families’ agenda is finally taking center stage. The
morning continued with the always-popular “Mentors Panel,”
where the YEOs heard from alumnae and advisors. We were
excited to welcome Delia Garcia, Angela Rye, Erin Vilardi, and
our own Faith Winter, who spoke candidly about their experiences
and findings both serving as and training elected women. The PreConference closed with YEO reflections, a space for the members
to answer their own questions, share personal experiences, and
build a sense of community.
This award honors Congresswoman Jordan’s dedication to public
service and our country by recognizing an outstanding young
elected official who is following in her footsteps. The Barbara
Jordan Leadership Award will be given to a young elected official
who has shown dedication and support to the YEO Network and
has a distinguished record of public service to their community
and to the progressive movement at large.
of communications for Lt. Governor Joe Maxwell. She then
served as Missouri’s senior advocate, where she shepherded
legislation such as the Senior Care and Protection Act of 2003
and the Missouri Senior Rx Generic Drug Rebate. In addition
to her legislative duties, Chappelle-Nadal is a director on the
University City School Board. She also served three terms in the
Missouri House of Representatives from 2004-2010. In 2002,
Chappelle-Nadal was one of 16 national fellows chosen by the
National Organization for Black Elected Legislative/Women and
the Center for American Women in Politics (CAWP) at Rutgers
University. She is a former participant of the Sue Shear Institute for
Women in Public Life (2004) and the Neighborhood Leadership
Academy (2002) at the University of Missouri-St. Louis.

from the “Essential Guide for Women,” covering everything
from contrasting with opponents, to talking about your family,
to unraveling the double bind of experience and likeability.
Wednesday closed with a networking reception, where the women
heard from Neera Tanden of the Center for American Progress
on the importance of women serving in elected office – and the
impact when they do.
Barbara Jordan Leadership Award
Barbara Jordan, a co-founder of People For the American Way
Foundation, was a true visionary and public servant. Serving as
the first African American woman in the Texas state legislature
and the first African American U.S. congresswoman from the
Deep South, Jordan championed voting rights and the causes of
the poor, the disadvantaged, and people of color. While serving
on the Judiciary Committee during the Watergate hearings,
she rose to national prominence with her impassioned speeches
about the Constitution, stating, “My faith in the Constitution is
whole, it is complete, it is total.”

On Wednesday, the Pre-Conference opened with welcomes
and introductions, and the training kicked off with a session on
effective communications led by Jess McIntosh of EMILY’s List.
YEOs practiced shaping and telling their own stories and worked
through strategies for countering sexism and ensuring their voices
are heard and their leadership well-received. The women were
also joined by Celinda Lake, who presented research and tactics
