Invest to kazakhstan signed in 1999 , the UPS of Kazakhstan operates in parallel operation mode with the Integrated Power System ( IPS ) of Central Asia , which includes the energy systems of Kyrgyzstan , Uzbekistan and Tajikistan .
In order to coordinate the parallel operations and actions , in 2003 the operators of power systems established the Coordination Electric Power Council ( CEPC ) of Central Asia . Now CEPC has become an important ‘ platform ’ for constructive dialogue on topical issues of power system cooperation . By the way , at the end of last year our company was a chair at the 25th anniversary meeting of CEPC in Astana , which was participated by the CEOs of the Central Asia power utilities .
During the years of independence each power system constructed new and expanded existing power facilities with the main goal to satisfy the domestic needs and independence . I believe that such ‘ one-sided ’ approach is not entirely correct and justified with respect to the future generations . In my opinion , already today we need to think together about the joint longterm development of the UPS of Kazakhstan and the power systems of the IPS of Central Asia taking into account the world experience and trends .

The work group will consider possible areas for further cooperation of the power systems , develop systemic measures and areas of the joint development to use the fuel , energy and water resources in the region in the most efficient way and to diversify the export and transit routes including beyond the Central Asian region . For example , it could by the power markets of the South Asia and Middle East , etc .
As for the second part of the question : KEGOC actively participates in the Eurasian Economic Union Treaty with regard to the formation of the common electricity market ( CEM ) of the member states of the EAEC . Now the experts of the EAEC try to work around the serious issues of convergence of electric power markets taking into account the peculiarities of the national models . Of course , this is a very difficult task , because over the past twenty years EAEC countries developed different models of the electric power industry . The global experience shows that formation of interstate electricity markets is not an instantaneous process , but a consistent action of national and supranational bodies .
Parties , their structural convergence and harmonization of regulatory legal provisions . According to the Concept , the CEM of the Eurasian Economic Union shall be formed in stages and account for the particulars of the national power systems working in parallel . In terms of changes in domestic markets , the Concept defines such principles as :
• priority of market relations and fair competition mechanisms ;
• unimpeded access to the utility services of the natural monopolies in electric power sector ;
• access for producers and consumers of electricity to the electricity markets of the member states , at the corresponding market convergence stage , taking into account national economies .
In December 2016 , the Supreme Eurasian Economic Council approved the EAEU CEM Formation Programme , which started by drafting and approval of the appropriate draft rules and agreements .
Upon completion of the Programme activities , the member states will conclude an international agreement on common electricity market , which must enter into force no later than 1 July 2019 .
My initiative to move in this direction was supported and in May this year , the regular meeting of the CEPC of Central Asia in Almaty , decided to establish an appropriate work group . This group includes representatives from all stakeholders : KEGOC , Uzbekenergo , National Power
