Margulan Ospanov is an independent government relations expert and experienced practitioner
in lobbying and policy-making. He has 18 years experience in oil and gas, where he managed
stakeholder engagement at central and regional levels, developed comprehensive government
relations strategies and stakeholder management plans to ensure extensive high-level engagement,
gathered subject experts, led key stakeholder engagement and secured the support of investors
and the diplomatic community to deliver lobbying campaigns. He also advised companies on issues
affecting the performance of investment projects, securing licenses to operate and maximizing value
from existing assets. Since 2016 Margulan has continued his GR practice by tailoring his government
relations expertise to the needs of other industries including mining, finance and pharmaceuticals.
Anuar Kalymbetov

Head of Market Access and Pricing Department/ Bayer KAZ
Anuar Kalymbetov started his career in Ministry of Industry & Trade of RK in 2003 (Committee of Trade)
and worked there until April 2007 (Kazakhstan WTO Accession Department) in different roles. As of April
2007 Anuar joined Philip Morris Kazakhstan, LLP as Government Regulatory Executive. In 2011 he worked
in position of Corporate and Legal Affairs Manager at Imperial Tobacco Kazakhstan, LLP. During 2012-
2015 he worked in Novartis Pharma Services AG as Government and Public Affairs Manager, Head of CIS
Government Relations & Market Access Oncology Department. Since December 2015 until present he is
working as Head of Market Access & Pricing at Bayer KAZ, LLP. Anuar is graduate from AJOU University,
Suwon, Korea (MBA) and Modern University for the Humanities, Moscow, Russia (BA in Law).
Zhanna Dyussenbina

Market Access & Public Affairs Manager / Novo Nordisk
Zhanna Dyussenbina has started her career as Government Relations Manager with Texaco
International Petroleum in 1996. Since then she continued to develop an external affairs professional
with various oil and gas companies in Kazakhstan markets. She left oil and gas in 2014 and
joined Novo Nordisk A/S as market access public affairs manager as MAPA manager, with overall
responsibility for strengthening, developing and influencing external environment within the health
care industry to secure commercially viable access for the Novo Nordisk portfolio, while enhancing
the reputation of Novo Nordisk with external stakeholders.
Lyazat Kopbayeva

Government Relations Manager / Takeda Kazakhstan
Lyazat Kopbayeva graduated from the Kazakh National Medical University named after Asfendiyarov,
specializing in pediatrics, anesthesiologist-resuscitator. She has extensive experience in the
pharmaceutical industry since 2001, having worked for such companies as Nobel AFF, Pfizer, Novartis in
various roles, including the head of sales to the market access manager and the head of the therapeutic
drugs department. In recent years, Lyazat worked for the National Centre for Expertise of Medicines,
Medical Devices and Medical Equipment of the Ministry of Health of the Republic of Kazakhstan. To date,
she works for Takeda as the manager for government affairs.
