DESTINATION KAZAKHSTAN 4) the costs of maintaining branches, representative offices, retail space and a warehouse abroad. 5) the costs of conducting procedures related to registration. 6) the costs of activities related to the procedures for compliance of goods with the requirements established by technical regulations, standards, including organization standards or the terms of contracts or confirmation of the right to carry out activities to sell goods abroad (certificates, permits, registration certificates and other documents). 7) the costs associated with the delivery of goods by rail, air, road, sea transport and the organization of transportation. In 2010, Kazakhstan, represented by the National Accreditation Centre, became a full member of the International Organization for the Accreditation of Laboratories (ILAC) and a signatory to the multilateral Agreement on Mutual Recognition of Accreditation ILAC MRA. In 2013, full membership in the International Accreditation Forum (IAF) by signing the IAF MLA Accreditation Agreement for product certification bodies. Thus, today a technical basis has been created for the recognition abroad of the results of Kazakhstani tests and certification. For direct recognition with other countries, an intergovernmental agreement is needed. To date, there is none. What support does the state provide to enterprises that export? In order to expand and promote the interests of domestic exporters of processed products, the Ministry has developed a set of effective measures. Currently, the following government support measures are being provided to domestic exporters through national development institutions in the field of export development and promotion: 10 world monitor • service support measures (organization of trade missions, organization of presentation events, participation in foreign exhibitions, organization of national stands). • financial support measures (export insurance, trade finance, pre-export financing, cost recovery). It is worth noting that in 2019, for the first time, a mechanism for reimbursing part of the costs to the subjects of industrial and innovative activities for the transportation of finished products in the amount of up to 50% of the declared amount for reimbursement, including to the final destination, was provided. Moreover, according to the order of the Minister of Investment and Development of the Republic of Kazakhstan dated November 30, 2015 No. 1128: “On approval of the Rules for reimbursing part of the costs of subjects of industrial and innovative activities to promote domestic processed goods, the list of domestic processed goods, for which the costs of their promotion are partially reimbursed”. Reimbursement of a portion of the costs of industrial and innovative activities to promote domestic processed goods is carried out according to the following types: 1) the costs associated with the advertising of goods abroad. 2) the costs of direct participation in foreign exhibitions, fairs, festivals. 3) the costs associated with the develop- ment, translation into foreign languages and the publication of a specialized catalogue for distribution abroad. In 2019, 92 exporters received preferential loans in the amount of 139.3 billion tenge, insurance support – 74 exporters in the amount of 90 billion tenge, also 3 billion tenge were directed for service support. Along with this, in 2019, measures were first introduced to support manufacturers of processed products. Thanks to this, 139 export-oriented enterprises were able to reduce their transportation costs by almost 4 billion tenge. By rail, air and road transport, Kazakhstani products are exported to the markets of Russia, Uzbekistan, Afghanistan, Tajikistan and China. For reference: This allowed them to increase production in 2019 by 9%, export revenue by 30%, and tax deductions by 45%.
