These “ All-Chiefs ” calls became incredibly important in mobilizing the members of Cal Chiefs on legislation in a way that had not been done before . The calls became transformative , as they finally allowed me to deliver direct updates and messages to police chiefs about measures and impending votes that could not have been put in emails or shared in other written formats . Ultimately , this realtime consistent communication directly with chiefs paid huge dividends in stopping some of the more dangerous legislation . More chiefs reached out and made calls to their Legislators than ever before . However , while this type of direct person-to-person lobbying is still the most impactful form of advocacy , digital communications through social media grew in importance , accelerated by the remote nature of the pandemic .
Social media has always been a platform better established for social justice and police reform coalitions that are geared toward large grassroots movements , as opposed to Cal Chiefs which is a professional association made up of limited members . However , with direct lobbying efforts restricted this last year , Cal Chiefs had to rely more heavily on social media and digital advocacy to carry our message to the Legislature . Again , using the new methods developed during quarantine , Cal Chiefs focused on a social media campaign that became critical to deciding the outcome on priority bills .
Following the death of George Floyd in Minneapolis , Cal Chiefs developed a national platform to help guide the policy response to calls for police reform . The platform became the center of our social media campaign . Focusing on directing attention to the major reforms California had already enacted , which Cal Chiefs had often aided in developing , and also giving direction towards areas still in need of improvement , Cal Chiefs was able to drive the conversation as opposed to being just another respondent . Branded with the hashtag # CALeadingTheWay , Cal Chiefs announced our platform during CPCA ’ s first-ever all digital press conference , which was followed by a targeted series of social media posts , videos , graphics , press-releases , and messages . Cumulatively , this effort represented the most impactful and sustained social media effort undertaken by Cal Chiefs to date . In the end , this platform and sustained campaign , allowed Cal Chiefs to be a voice of balance during a politicized and fervent debate regarding police reform and gave legislators alternatives to focus on instead of voting in favor of bills that would have disastrous impacts .
Looking ahead , we are assured that the numerous bills that failed to pass the Legislature in 2020 will be re-introduced and present similar challenges for law enforcement . Additionally , we can also expect the ongoing effects of the pandemic to last into this next legislative cycle , which will likely create new challenges . As all sides in these debates continue to adapt , it will be incumbent on Cal Chiefs to keep improving our tactics and adding to our tools if we are going to be successful in controlling legislative outcomes again .
