What is your current position ? I am the new ABA State Bar Delegate for North Dakota .
What is your hometown , college attended , and law school attended ? I graduated from Romeo High School in Romeo , Mich ., graduated from Taylor University in Upland , Ind ., where I met my future wife ( a North Dakotan ), and graduated from the University of North Dakota School of Law .
What professional work did you do before law school ? I was a substitute teacher for one year after graduating from college and going to law school . I subbed for all grades ; fourth grade was my favorite .
What led you to a career in law ? My parents encouraged me to consider law school . I have always enjoyed researching and writing , which I quickly discovered are integral pieces to being a good lawyer .
How long have you been on the SBAND Board ? I served on the board from 2013 to 2020 , serving as president in 2018-2019 . I started my second stint on the board in November 2022 .
What other involvement have you had with SBAND prior to being on the board ? I ’ ve served on the Information and Services Committee , served on the Ethics Committee , and am on the Energy Law Committee . I believe lawyers should be fully engaged in our profession and communities . With most things , you get what you put in and there are plenty of opportunities for lawyers to get involved with SBAND and advance their profession , community , and practices .

CALL FOR RESOLUTIONS
Pursuant to Section 12 , By-Laws of SBAND , any substantive resolution proposed for consideration by any member of the association shall be filed with the executive director of SBAND at least 30 days prior to the date of the meeting at which the resolution is to be considered . The annual meeting of this association commences June 16 , 2023 . The board of governors hereby calls for and requests all proposed resolutions be delivered ( and , if mailed , to be postmarked ) to SBAND no later than May 17 , 2023 .
NOTICE OF OPEN POSITION FOR PRESIDENT-ELECT
The position of President-Elect of SBAND is to be voted on at the general assembly meeting on June 16 , 2023 , in Bismarck , N . D . The constitution requires nomination by a petition signed by at least five other members of the association and received by the association at least 50 days before the general assembly meeting . In the event of a contested election , absentee ballots will be provided pursuant to Article 4.7 of the constitution . Any member interested in the nomination process is encouraged to consult Article 4.7 of the constitution or contact the executive director of SBAND .
NOTICE OF OPEN POSITION FOR SECRETARY-TREASURER
The position of SBAND Secretary-Treasurer ( the position presently held by attorney Rob Manly of Fargo ) is to be voted on at the general assembly meeting on June 16 , 2023 , in Bismarck , N . D . The constitution requires nomination by a petition signed by at least five members of the Association and received by the association at least 50 days before the general assembly meeting . Mr . Manly intends to run for re-election .
Interest Rate on Judgments
The North Dakota State Court Administrator has set the judgment interest rate for 2023 at 10 %.
The administrator is required by law to annually determine the judgment interest rate prior to Dec . 20 . The rate will be applied to all judgments entered in 2023 .
The judgment interest rate is calculated by using the prime rate as reported on the first Monday in December , plus three percentage points . The result must be rounded up to the next one-half percentage point .
The prime rate on Dec . 5 , 2022 , was 7 %. Therefore , the interest rate for judgments entered between January 1 , 2023 , and December 31 , 2023 , shall be 10 %.
