In the Matter of Reciprocal Discipline of William G. Scher,
a Person Previously Admitted to the Bar of the State of North
Dakota No. 20190192
The District of Columbia Court of Appeals filed an order
disbarring William G. Sher for engaging in the unauthorized
use of entrusted funds in the amount of $29,118.67 for his own
purposes and engaging in a subsequent dishonest explanation that
the misuse of the funds was inadvertent. Scher resigned his license
in New York in lieu of discipline and was disbarred in New Jersey.
Scher is not currently licensed in North Dakota. Scher was notified
that a certified copy of an order was received and that he had 30
days to file any claim that imposition of the identical discipline in
North Dakota would be unwarranted and the reason for the claim.
No response was received. The North Dakota Supreme Court
disbarred Scher.

Rates on Judgements
NDCC ยง 28-20-34 requires that before the
20th of December of each year, the State Court
Administrator must determine the rate of interest
on judgements. This rate is determined by using
the prime rate as it is reported on the first Monday
in December, plus three percentage points, and
rounded up to the next one-half percentage point.
The prime rate on Dec. 2, 2019, was 4.75 percent.
Therefore, the interest rate for judgements entered
between Jan. 1, 2020, and Dec. 31, 2020, shall be
8 percent.
