Williams began as a concrete company in Fort Smith , Ark . in 1907 . Founded by brothers Dave and Miller Williams , it didn ’ t take long for a challege to arrive .
After finishing a sidewalk , a hard freeze set in .
“ It froze – the whole top , 12 inches thick ,” said Dave . “ The frost just lifted up the plate .”
He was peering down at the mess when a man came out of a house .
“ See , this sidewalk is frozen here ,” the man said . “ It ’ s no good .”
“ Yes ,” said Dave . “ I can see that . We ’ re going to rebuild it immediately .”
The reconstruction cost about $ 100 – money the brothers couldn ’ t spare . But it set matters right .

The man who emerged from the house that winter morning in late 1908 was an assistant engineer for the Frisco Railroad . The railroads were replacing numerous wooden trestles with concrete .
“ After that , he helped us a great deal . We got onto railroad work … building about 30 or 40 little concrete bridges on the Frisco – and all in line with our policy of a good job on time .” Dave said .
The precedent of doing the right thing on that cold winter morning in Fort Smith , Ark ., set a pattern for success .
