Accountability Policy
Policy Context The National Compliance and Enforcement Policy states that one of the key principles underpinning the activities of regulators is accountability .
The Policy provides an example of accountability – the willingness to explain decisions and having avenues for compliant or appeal regarding these decisions .
Accountability is not only required by the National Compliance and Enforcement Policy but is an essential attribute of all public servants . WHSD staff are expected to demonstrate accountability as part of their commitment to the Safety Return to Work and Support Division ’ s corporate values .
The government and community entrust regulatory authorities with significant regulatory powers and with a certain level of independence in decision making – by demonstrating accountability WHSD staff honours that trust .
Policy Purpose To guide staff in behaviours that demonstrate accountability .
Policy Goals By applying this policy actions taken by staff will :
• Minimise the opportunity for regulatory capture
• Demonstrate organisational independence
• Be open to public scrutiny
Regulatory Goals As a result of applying this policy :
• duty holders will trust WCA to make sound decisions
• duty holders will trust WCA learn from challenges to its practice
• opportunities to improve the quality of regulatory administration will be identified
• opportunities to reduce the regulatory burden will be identified

Policy Principles
• Decision making shall not be influenced by political advantage or disadvantage to a government or any political party or group
• Compliance and enforcement decisions shall not be made on the basis of personal or professional circumstances of WHSD staff
• Written advice of available statutory rights of appeal will be provided when decisions are made
• Written or verbal advice of available non-statutory rights of appeal will be provided when decisions are made
• Plain language is to be used to explain decisions
