In a nutshell

The SAFE Act is a distinct bill not attached to the budget bill, or Appropriations.

Essentially the SAFE Act would close US borders to the transport of horse meat or live animals for the purpose of slaughter. Horses are not a regulated industry for the care of animals intended for human consumption and is therefore not a safe food supply.

The current appropriations language in the Agriculture bill

The current "legal spending" allowed by the government does not allow USDA to spend money inspecting horse meat for sale.

A provision in the USDA portion of appropriations allows those inspections to happen.

In committee the House voted "Yes," Senate voted "No."
