Operational Partnerships
In accordance with a Letter of Agreement between the International Organization for Migration (IOM) and WFP, IOM
continued to identify and register the most vulnerable undocumented returnees and distribute WFP emergency food
assistance. In order to scale up the operation immediately, WFP established partnerships with 14 national and
international non-governmental organizations (NGOs) which enabled WFP to reach vulnerable communities across
the country to respond to the food security and nutrition needs of children, women and men in a timely manner.
In the initial stage of the EMOP, WFP partnered with a national NGO, Coordination for Humanitarian Affairs (CHA),
to support SCOPE registrations in the field. CHA staff were trained in the use of SCOPE by WFP experts. This
training was supplemented through central support from dedicated staff in the Kabul country office.
The Ministry of Refugees and Repatriations was responsible for coordinating the humanitarian response to this
emergency. They coordinated with local authorities, government ministries, United Nations agencies, NGOs,
community-based organizations and civil society. WFP worked closely with the
Ministry of Refugees and
Repatriations and other United Nations agencies including the Office of the United Nations High Commissioner for
Refugees (UNHCR), United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and IOM to assist
internally displaced persons (IDPs), returnees, and refugees. WFP signed an agreement with the Ministry of
Refugees and Repatriations with the aim to enhance existing collaboration and coordination, including the use of
SCOPE for the registration of returnees and IDPs. Both WFP and the Ministr
