Operational Partnerships
WFP worked closely with the Ministry of Refugees and Repatriations, as well as other United Nations agencies including the Office of the United Nations High Commissioner for Refugees( UNHCR), the Office for the Coordination of Humanitarian Affairs( OCHA), and IOM, to assist returnees. WFP began negotiating with the Ministry of Refugees and Repatriations to have a Letter of Agreement( LoA) with the aim of strengthening the existing collaboration, in particular to include the use of WFP ' s beneficiary and transfer management platform, SCOPE, for the registration of the returnees.
For the duration of the project, IOM was WFP ' s partner for the general food distribution to the undocumented returnees. In accordance with the LoA between IOM and WFP, IOM identified and registered the most vulnerable people and distributed WFP food assistance. UNHCR provided documented returnees with USD 400 per person in cash upon arrival.
