Softwood Lumber Duty Reduced After First Administrative Review

This November , the U . S . Department of Commerce set a new duty rate of 8.9 percent on average after completing its first administrative review on softwood lumber imports from Canada .
The new rate is down from the original 20.2 percent average duty imposed in 2017 . In that ruling , DOC stated that Canada was both unfairly subsidizing its industry and then dumping wood into the U . S . at unfair prices . In February 2020 , DOC announced the preliminary determination of its first administrative review , in which duties were to be substantially reduced . The latest announcement to 8.9 % marks a further reduction of softwood lumber import duties .
In August , the World Trade Organization ( WTO ) dispute-resolution panel declared that DOC and the U . S . International Trade Commission were wrong in 2017 when they imposed countervailing duties on Canadian softwood lumber exports . The U . S . appealed the ruling in September .
