This category is currently open and accepting applications on a first come first serve basis. It offers up to $35,000 for repower and $85,000 for the replacement of Class 7 and Class 8 trucks. Total funding for this program is $60 million with $30 million currently available. The replacement technology is very specific it needs to meet a 0.02 grams per brake horsepower-hour standard which is currently certified with CNG technology. Diesel technology does not currently meet the standard and therefore is not an eligible replacement under this grant program.
This program also includes the replacement of internal combustion forklifts (greater than 8,000 lbs) with CNG or electric power. They may be domiciled anywhere in California. Maximum reimbursement per piece of equipment is $185,000, with private sector applicants matching 25% of the cost.
Zero-Emission Class 8 Freight and Port Drayage Trucks
In this category, Class 8 trucks are eligible for funding up to $200,000 for replacement with zero-emission technologies such as battery-electric or hydrogen fuel cells. Around $27 million of the available $90 million for this category has been allocated to date.
However, there is another 63 million that's still available. Solicitations for this category are expected to reopen sometime in late 2022 or early 2023. Under the terms of the program, the trucks to be replaced must operate at least 75% of their miles within California and must be scrapped as part of an acceptance. Carl Moyer Program
The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) provides grant funding for cleaner-than-required engines, equipment, and other sources of air pollution. The Carl Moyer Program is implemented as a partnership between CARB and California’s 35 local air districts. CARB works collaboratively with the air districts and other stakeholders to set Guidelines and ensure the Program reduces pollution and provides cleaner air for Californians. Carl Moyer can cover funding for on-road vehicles as well as off-road internal combustion equipment for smaller forklifts, grinders, and bulldozer types of machinery. For funding information, companies should investigate with their local air district.
In the South Coast AQMD, on-road programs are currently available, covering up to 80% of truck replacement with zero emission technologies. Trucks must be model year 2010 or older, and grant amount depends on annual mileage usage. Higher mileage usage trucks qualify for a higher amount.
There is also an offshoot called the Voucher Incentive Program (VIP), for companies with fleets of less than 10 trucks. It is a simpler program, with the application made by the truck dealer on the company’s behalf. Applicants interested in replacing their truck must purchase their replacement truck through a South Coast AQMD-approved VIP Participating Dealership that has completed the required training for the VIP. The Dealers will apply to South Coast AQMD for the vouchers on behalf of the applicant. If approved, the voucher amount will be deducted from the total purchase price of the truck by the Dealer.
