These items dealt with reimbursement of necessary HOD meeting expenses for delegates and alternates by the AMA . The RefCom recommended amended language that would require a report at the 2025 meeting identifying the number of delegates and alternate delegates supported by grants . The AMA will provide the HOD with regular reports detailing ongoing work to mitigate costs , explore solutions , and maintain participation while reducing the financial burden on all parties over the long run .

• CMS Report 3 , time-limited patient care : The AMA supports efforts to ensure that physicians are able to exercise autonomy , and the length of patient care visits and strongly opposes attempts by third party payers to initiate policies that impose time and diagnostic limits .
• Resolution 814 , legislation for physician payment for prior authorization : There was much support for this resolution ; however , as was pointed out , payment for prior authorization would or could be viewed as legitimizing an invasive process that causes great harm to patients . The resolution was referred for decision .
RefCom B , Legislation .
• Board of Trustees Report 9 , corporate practice of medicine : The AMA vigorously opposes any efforts to pass federal legislation or regulation pre-empting state laws prohibiting the corporate practice of medicine .
Boarding patients in emergency rooms is a systematic problem that has a negative impact on patient outcomes and physician wellbeing . The RefCom combined the above resolutions as alternate Resolution 201 , and that was adopted , addressing and reducing patient boarding in emergency departments .
• Resolution 231 , establishing pregnancy as a federal qualifying life event triggering a special enrollment period : This was adopted by the HOD and not reaffirmed as policy as recommended by the Reference Committee .
RefCom K , Science and Public Health .
• Council on Science and Public Health Report 2 , drug shortages , 2024 update .
• Resolution 930 , economic factors to promote reliability of pharmaceutical supply .
The RefCom heard testimony fully supportive of Council of Science & Public Health ( CSAPH ) Report 2 with some concerns voiced about Resolution 930 and the potential conflict of 930 with elements of CSAPH Report 2 . The RefCom recommended addition to the report to read : “ Our AMA encourages the Food and Drug Administration , the Federal Trade Commission , and other relevant oversight entities to examine the practice of compounding pharmacies and the entities that utilize them advertising drugs actively in shortage , particularly when targeted to new patients .”
• Resolution 201 , boarding patients in the emergency room , and Resolution 230 , addressing and reducing patient boarding in emergency departments .
