that states, when evaluating water quality, can only consider
discharges that would result from the federally permitted or
licensed activity itself—not from other sources. It would also
require states to publish clear requirements for water quality
certification requests, make final decisions on whether to grant
or deny a request in writing based only on water quality reasons
and inform a project applicant within 90 days of whether the states
have all the materials needed to process a certification request.

During the visit, Thomas and his staff toured NETL’s Morgan-
town site and visited with scientists to discuss energy research
underway, including key activities involving advanced modeling
and computing.
The meeting was organized by NETL’s strategic partner-
ships group and its Regional Workforce Initiative (RWFI). The
mission of NETL’s RWFI is to create a platform for regional
stakeholders to engage the laboratory and other federal agen-
cies in collaborative economic and workforce development
efforts that involve NETL technology research, development,
commercialization and deployment.

The West Virginia Development Office (WVDO) recently
joined the West Virginia Manufacturers Association (WVMA)
and West Virginia University’s Mining and Industrial Exten-
sion for the Mountain State’s inaugural Manufacturing Summit
in Morgantown. The event gathered industry representatives
and manufacturers to discuss needs for continued progress and
ways to remain a global leader in the diversifying industry.
