Berniece is a community leader in
Berkeley County. She began her
career as an educator, teaching special
education, and is a previous member
of the Berkeley County School Board.
A successful businesswoman and
mentor, Berniece not only dedicates
her time and talents as vice president
of Minghini’s General Contractors, but
also to many worthwhile organizations,
serving on the boards of the Girl Scouts
of the Nation’s Capital, MVB Bank and
Martinsburg Rotary Club.
The mission of the Berkeley County Development Authority is to promote
sustainable industrial and economic development and increased employment
and tax base through the cooperative sharing of resources within the community.
