emigration, because its population is poor or excessive. But it is also developed by
countries that have either an overabundance of capital or surplus of products. This is
the most widespread form nowadays and more fruitful. (...) From this point of view

I must also add a second point: the humanitarian and civilizing side of the issue.
It must be said openly that indeed the higher races have a right over the inferior
races because there is a duty towards them. The superior races have a duty to
civilize the other races.

proclaimed the rights of man?
- Mr. Guilloutet: It is the justification of slavery and the slave trade.

excedente de productos ésta es la forma moderna actual más extendida y más
fecunda. (…) Desde este punto de vista la fundación de una colonia es la creación de un

Hay un segundo punto que debo igualmente abordar: es el lado humanitario y
civilizador de la cuestión. Es preciso decir abiertamente que, en efecto, las razas
superiores tienen un derecho con respecto a las razas inferiores porque existe un
deber para con ellas. Las razas superiores tienen el deber de civilizar a las otras
razas.

los derechos del hombre?
