European Union’s Emissions Trading Scheme (ETS)

Under the Climate and Energy Policy Framework for 2030, the
European Commission proposes to reduce greenhouse gases
by 40% below 1990 levels by 2030

ETS is a major tool in which the EU adopted to reduce
greenhouse gas emission issues.
•
ETS Scheme works on a “cap and trade” principle
•
It covers energy and heat production sector and heavy energy
using installations
•
All Eastern European Member States are covered by the
European Union Emissions Trading Scheme
•
The only Eastern European country that adopted an additional
measure in terms of emission trading is Slovakia, which is
separate from ETS and goes beyond the ETS
•
Some Eastern European Non-EU countries plan on
implementing ETS in the near future, including Serbia and
Macedonia
