In Most of Washington, Recovery is Slow to Arrive

It’s tempting to say the coast is clear, the economy is on the
rebound and good times are here again.
After all, the unemployment rate has fallen — at least in
some places — and as you will read elsewhere in this issue,
America’s manufacturing sector is on the rise, helping to
lead the nation out of recession.
