The river is also critical for the state ’ s agriculture industry , “ especially Washington wheat farmers who rely on the transportation and irrigation benefits of the river ,” Washington Wheat Growers Association Executive Director Michelle Hennings noted in a Capital Press article .
“ We encourage swift , thoughtful , and science-based negotiations moving forward to ensure an agreement that reflects a modernized system and serves stakeholders across the board , including farmers ,” Hennings said .
Under the modernized treaty , the U . S . also retains access to pre-planned flood management – a provision that was set to expire in September . The treaty guarantees that Canada will provide storage space for floodwaters , protecting U . S . communities downstream and helping ensure consistent river flow .
The pact also aims to support salmon migration and survival , including a strategy to boost flow during dry years . It also gives more voice to the U . S . and Canada ’ s indigenous nations , establishing a tribal-led body to provide recommendations on treaty operations .
Members of Washington ’ s congressional delegation welcomed the modernized treaty .
“ There is no way to truly estimate the tremendous economic , environmental , and recreational value of the Columbia River to our state and region ,” U . S . Sen . Maria Cantwell said . “ Getting the U . S . and Canada to come together on an Agreement in Principle to modernize and optimize the hydro system for clean power and environmental considerations is a positive step forward .”
Once finalized , the new treaty will need to be approved by the U . S . Senate .
Negotiations began in May 2018 and went through 15 rounds .
“ The fact that we were able to get to an agreement in a timely manner is a positive ,” AWB ’ s Amy Anderson said . “ It is a testament to the beneficial trade relationship that the U . S , Canada and their indigenous populations share .”
