Founded in 1757 , Loudoun County is a place where people have historically reinvented themselves , their communities and their economy several times over in response to population growth , migration trends , war and peace , and technological change . The most profound changes have occurred in the last 40 years as its 1980 population of approximately 57,000 has grown to more than 413,000 today . Remarkably , this

explosive increase represents the most rapid population growth of any county in the nation during the same period . Although the Rural Policy Area has not been immune to growth , it has managed to preserve and protect its rural character along with many charming amenities and thriving businesses over the years . In fact , it has become the epicenter for a wide range of enterprises such as wineries and breweries , farm- to-table restaurants , bed and breakfasts , flower and herb farms , wedding venues , and weekend farmers ’ markets . Rural tourism is a significant economic engine not only for the RPA , but also for the county as a whole .
At the same time , rural preservation has become an urgent priority to ensure that this region of Loudoun can maintain its beauty and appeal to visitors and residents alike . Using legal tools such as conservation easements and low-density zoning , the County has permanently or temporarily protected large portions of the RPA . Many residents , however , continue to call for use of stronger measures , like Purchase of Development Rights ( PDRs ) and Transfer of Development Rights ( TDRs ), to provide even greater safeguards around the robust rural life and character of western Loudoun .
Perhaps the most impressive and best known attractions are its 40-plus wineries , as well as its 25 active commercial farms producing a wide range of products including hydroponic lettuce , herbs , lavender , flowers , and hops and wheat for the growing number of brewery businesses . Annual farm tours also offer people the chance to enjoy these agricultural gems up close .
The rolling hills and unpaved roads of western Loudoun create perfect territory for a wide variety of equestrian pursuits as well , from casual riding to conditioning for demanding competition . Olympic-caliber trainers base their operations here , and young riders have plenty of opportunity
