the rate for both groups to about $ 40 . Frank pointed out that the cost for their library services is “ substantially less ” expensive than other libraries in the area , with Middletown taxpayers paying $ 63.90 , and Goshen residents paying $ 70 .
Frank said the library has reduced its staff while all services have been increased and usage has grown . He noted that the library is not the old library that people remember where they just check out books , newspapers and magazines . Today ’ s library offers a range of services from the cornerstone of books to computer classes , literacy programming , chess clubs , job search assistance , senior programs , and much more .
“ We may have to look at reducing the services we provide . We don ’ t want to do that , but we can ’ t continue to operate in an environment in which there ’ s a 100 percent disparity ,” said Frank .
Ginny Neidermier , director of the Josephine Louise Public Library in Walden , explained after the meeting that the increase would help them retain the programs they have , add more programs , possibly hire a desperately needed full-time employee and purchase new computers .
“ We won ’ t have to increase again for quite a while ,” said Neidermier .
After the meeting , Hayes said that some of those who are outside the village but inside the zip code may object to an increase as they feel that they don ’ t use the library as much as the village residents and therefore shouldn ’ t have to pay as much for the services . All things considered , Hayes said he didn ’ t think the town board members would approve an increase that large , however the conversation will resume at the continuation of the public hearing on Nov . 10 , where Frank will present additional figures to the town board .
Village of Walden Trustee John Ramos , who serves as liaison to the village ’ s department of recreation and parks , also spoke to the board about parity . He pointed out that the board was budgeting $ 21,000 for the recreation programs of the villages of Walden and Montgomery , but he felt that the funding should reflect the number of children served by the programs , not simply split .
In response to questions regarding areas of concern in previous years , Hayes advised that to date there is no potential tenant for the town-owned property next door to town hall ( and therefore no additional revenue ) and that while no cemeteries have divested responsibility for the cemeteries onto the town , “ at any time they could come in and ask ” so the budget item remains .
Hayes stated that the proposed budget does not include any major projects . He explained the town may do some building repairs and upgrades in the coming year , but there were no major projects planned . Hayes said the largest increases so far to the budget were health insurance and worker ’ s compensation increases in all three funds .
The town encompasses the three villages of Maybrook , Montgomery and Walden . Services afforded to town residents outside the villages are financed by the B fund . The A fund finances services for all town residents , including village residents .
As it stood at the public hearing , Hayes anticipated the rates for the A fund will remain the same , the B fund will go up 14 cents and the D fund will go up by 9 cents .
This means that those living outside the villages can expect to see an increase in their town taxes — about $ 58 for a home with an assessed value of $ 250,000 . Meanwhile , the town taxes for those within the villages will remain the same .
The board also held a public hearing on the budget for the special districts , noting once again an increase in the cost of worker ’ s compensation . For the Hyndman Heights Water District , Supervisor Hayes explained that the town board was trying to build up the district ’ s fund balance so they would not be caught flat-footed again when work needs to be done in that district . One resident stated he “ disagreed with that .”
The town board voted to leave the public hearings open and continue them this Thursday , Nov . 10 at 7 p . m . with any updated numbers as well as the presentation by Charlie Frank .
After the public hearings , Bill Trainor of Nugent & Haeussler presented the town board with the audit , explaining that in essence they found the town was “ in a sound financial position ” with “ strong fund balance levels .” He did caution the board going forward about “ substantial ” changes to government accounting standards regarding retirement costs .
In other business , the board approved the appointment of Ed Bruno as deputy special prosecutor and reminded the public that the town ’ s annual Veterans Day Parade is Friday , Nov . 11 at 11 a . m . at the town government center located at 110 Bracken Road .

Members of the Ulster County Sheriff ’ s Office report the arrest of Victoria R . Rodriguez , 25 , of Bullville .
Rodriguez was charged with Criminal Trespass 2nd degree , a misdemeanor .
On November 2 at approximately 10:20 a . m ., Deputies received a complaint that Rodriguez unlawfully entered a residence in Napanoch . Deputies made contact with the defendant and she surrendered at approximately 3:30 p . m .
The defendant was arrested at the Wawarsing substation . She was released on an appearance ticket to appear in the Town of Wawarsing Justice Court .
A criminal charge is merely an allegation that a defendant has committed a violation of the criminal law , and it is not evidence of guilt . All defendants are presumed innocent and entitled to a fair trial , during which it will be the State of New York ’ s burden to prove guilt beyond a reasonable doubt .
